Formula DRIFT Round 1: Streets of Long Beach Results;
Chelsea Denofa Takes His First Ever Formula DRIFT Victory

Long Beach, Calif. – April 10, 2016 – Formula DRIFT presented by BlackVue returned to Long Beach for the kickoff event of the 2016 Pro Championship season. Chelsea Denofa in the BC Racing / GT Radial BMW earned his first ever Formula DRIFT victory to start the season at the top of the standings.

Round 1: Streets of Long Beach kicked off the new season in dramatic fashion. The volume of rain, the variable surface conditions of the street course, which made for treacherous conditions in general during Friday's practice, created a rain delay, which ultimately resulted in the Series making the decision to draw on a provision of the Sporting Regulations that allows the Series to forgo Qualifying in the face of inclement weather. Drivers were placed into the Top 32 bracket based on their 2015 ranking. The weather held up for the main competition and the drivers were able to give the fans a great showing to start the season.

"The weather definitely added a challenging element to this event, but the action was as intense as ever to kickoff the season," said Jim Liaw, President of Formula DRIFT. "Despite the rain, the fans came out to show their support. This season is already shaping up to be one of the most exciting and for the local fans we will keep things going with the Super Drift competition next weekend under the lights during the Long Beach Grand Prix."

Returning champion and winner of Round 1 in 2015, Fredric Aasbo in the Rockstar Energy / Nexen Tire SR by Toyota tC battled through some car issues to meet Odi Bakchis in the Ark Performance / Feal Suspension / Falken Tire Hyundai Genesis in the semi-finals. Aasbo edged out Bakchis to enter the Finals. The 2015 runner-up Ken Gushi in the GReddy Racing / Nexen Tire SR Toyota 86 faced off against Chelsea Denofa in an exciting battle. Denofa beat out Gushi to face the champion in the Finals, which gave Gushi the third place event finish. With momentum on his side, Denofa out matched Aasbo to take his first ever Formula DRIFT victory. This also marks the first victory for tire supplier GT Radial.

"I'd like to thank everyone that I work with including GT Radial, BC Racing, Turbo by Garrett, and everyone that helped with the car," said Chelsea Denofa, winner of Round 1: Streets of Long Beach. "We have been working on this for so long and so hard and through mechanical failures to finally be able to work together and push through to get on the top."

The 2016 Formula DRIFT Pro Championship will continue to Round 2: Road to the Championship on May 6-7 at Road Atlanta. For more information visit: www.formuladrift.com and find Formula DRIFT on Instagram, Facebook and Twitter. Tune into Formula DRIFT on CBS Sports and check your local listings for airtimes.

W&HM PR Relay: Replica Car Manufacturers, Customers and Suppliers Praise New Law

Replica Car Manufacturers, Customers and Suppliers Praise New Law
Washington, DC (December 7, 2015) – It's a new era for the kit car industry.  President Obama signed into law legislation that will permit low volume car manufacturers to produce turn-key replica vehicles for customers nationwide.  The SEMA-supported provision is part of a larger highway construction bill.  Rep. Markwayne Mullin (R-OK) and Rep. Gene Green (D-TX) introduced the "Low Volume Motor Vehicle Manufacturers Act of 2015" in June, legislation that SEMA has pursued since 2011.  It received strong bi-partisan support and was inserted into the highway bill.
"With this new law, Congress has demonstrated that it understands the importance of enabling U.S. companies to produce classic-themed vehicles that are virtually impossible to build under the current one-size-fits-all regulatory framework," said SEMA President and CEO Chris Kersting.  "This program will create auto sector jobs and meet consumer demand for cars that help preserve our American heritage."
The low volume provision allows small automakers to construct up to 325 such replica cars a year subject to federal regulatory oversight.  Replica cars resemble production vehicles manufactured at least 25 years ago.  The U.S. currently has just one system for regulating automobiles, which was established in the 1960s and designed for companies that mass-produce millions of vehicles.  The law recognizes the unique challenges faced by companies that produce a small number of custom cars.
The measure establishes a separate regulatory structure within the National Highway Traffic Safety Administration (NHTSA) and the U.S. Environmental Protection Agency (EPA) for replica car manufacturers.  The companies are required to register with NHTSA and EPA and submit annual reports on the vehicles they produce.  The vehicles are required to meet current model year emissions standards, although companies are permitted to install engines from other EPA-certified vehicles to help achieve that requirement.

"This law gives enthusiasts the opportunity to buy turn-key replica cars while preserving their option to build one from a kit," said SEMA Chairman of the Board Doug Evans.  "It recognizes the unique circumstances associated with limited production replica vehicles, such as the '32 Roadster and '65 Cobra, which are primarily used in exhibitions, parades and occasional transportation.  With enactment of this new law, kit car companies and SEMA member companies that supply equipment and components can take advantage of this unique opportunity."
About SEMA

Key Points for Media
H.R. 22, the "Fixing America's Surface Transportation Act"
SEC. 24405. TREATMENT OF LOW-VOLUME MANUFACTURERS.

NHTSA Provisions

EXEMPTION FROM VEHICLE SAFETY STANDARDS FOR LOW-VOLUME MANUFACTURERS.
• The Motor Vehicle Safety Act is amended to add an exemption for low volume manufacturers [49 U.S.C. § 30114]

• A "low volume manufacturer" is a motor vehicle manufacturer whose annual worldwide production (including by a parent or subsidiary of the manufacturer) is not more than 5,000 motor vehicles each year.

• A low volume manufacturer may construct and sell up to 325 replica vehicles in the U.S. each year.

• A replica vehicle is a vehicle that resembles the body of another motor vehicle produced at least 25 years ago.  The vehicle is subject to a license agreement for the intellectual property rights for the replicated vehicle from the original manufacturer, its successor/assignee or the current owner of the replicated vehicle's intellectual property rights.

• Replica vehicles will be treated as an assemblage of automobile equipment and subject to any current motor vehicle equipment safety standards (lighting, tires, windshields, brake hoses, etc.).  They are exempt from safety standards that apply to motor vehicles (roof crush, side impact, bumper standard, etc.).  The exemption recognizes that it is impractical to apply current model year standards to vehicles designed decades ago (ex: 1930's roadster) or crash a vehicle when only a few are being produced.

• Replica vehicles are exempt from the country of original labeling requirement, fuel economy ratings and the Monroney label requirement.

• Replica vehicle manufacturers are required to register with the National Highway Traffic Safety Administration (NHTSA) and file annual production reports.  NHTSA has 90 days to approve or deny the registration application (and 30 more days if the application is incomplete).  Once approved, a registration may be revoked if the company fails to comply with the program requirements or if NHTSA issues a finding of a safety-related defect which the company has not corrected.

• A permanent label is to be affixed to the vehicle identifying the standards from which the vehicle is exempt and designating the model year that the vehicle replicates.  NHTSA may require that the manufacturer provide a written notice of the exemption(s) to the dealer and first purchaser.
• Aside from the provided exemptions, replica vehicle manufacturers will be treated as motor vehicle manufacturers subject to recordkeeping and defect/noncompliance notification and remedy requirements.

• Replica vehicles are subject to state titling and registration laws and regulations.

EPA Provisions

VEHICLE EMISSION COMPLIANCE STANDARDS FOR LOW-VOLUME MOTOR VEHICLE MANUFACTURERS.
• Section 206(a) of the Clean Air Act (42 U.S.C. 7525(a)) is amended to allow the replica vehicle to be equipped with a motor vehicle engine (including all engine emissions control equipment) which is already covered by an Environmental Protection Agency (EPA) certificate of conformity for the current model year in which the replica vehicle is produced.  The replica vehicle will then be deemed emissions compliant.

• The EPA will also deem the replica vehicle as being emissions compliant
if the installed motor vehicle engine (including all engine emissions control equipment) has received an Executive Order from the California Air Resources Board (CARB) for the model year in which the replica vehicle is produced.

• The replica vehicle manufacturer must install the engine in accordance with instructions provided by the engine manufacturer and self-certify the installation.

• The replica vehicle manufacturer must affix emission control labels to the vehicle and provide the customer with emission control warranty information from the engine manufacturer, including where warranty repairs can be made, along with the EPA certificate of conformity number for the vehicle in which the engine was originally intended or the applicable CARB Executive Order (EO) number.

• Replica vehicles are exempt from state-based emissions testing since the vehicles will have current model year engines.

• Replica vehicle manufacturers are required to register with EPA and file annual production reports that include a description of the engine installed and the applicable vehicle certificate of conformity number or CARB EO number.

• Except as otherwise provided, the replica vehicle manufacturer will be considered a vehicle manufacturer subject to applicable regulations, including being subject to civil penalties for compliance failures.
NHTSA and the EPA will have 12 months after enactment to issue any necessary regulations to implement the law.

Dynamically Styled, More Powerful and Fuel-Efficient 2016 Honda Civic Coupe Makes First Public Appearance at Los Angeles Auto Show
The new 2016 Civic Coupe, like its sedan counterpart, will feature two advanced new engines, including the first-ever turbo engine for the Coupe, delivering more power, performance and fuel efficiency. All new Civic Coupes, from the well-equipped LX to the new, line-topping Touring trim, also receive significant upgrades to interior style, with soft-touch materials and high-grade finishes, along with a bevy of new standard and available features, including the Honda Sensing™ suite of safety and driver-assistive technologies as well as both Apple CarPlay® and Android Auto™.
"We continue on our epic 10th-generation Civic journey with the sportiest, most sophisticated and tech-savvy Civic Coupe yet," said Jeff Conrad, senior vice president of American Honda Motor Co., Inc. and general manager of the Honda Division. "I think our customers are going to be utterly surprised by what this new Coupe delivers in terms of refinement, safety, efficiency and fun-to-drive performance."
The 2016 Civic Coupe is the second in a series of new 10th-generation Civic models that Honda is launching over the course of the next 18 months, including the Civic Sedan, Civic Coupe, the first-ever Civic 5-door hatchback for the U.S. market, Civic Si performance variants and for the first time in the U.S., the radical new Civic Type-R.
Civic Coupe StylingThe 2016 Civic Coupe carries forward the sporty and premium character of the 10th-generation Civic design, including the bold front fascia, fast-back profile and sharp-edged detailing, as well as its more athletic wheels out proportions – its longer wheelbase (+2.9 inches), wider body (+1.9 inches), shortened front overhang (-1.4 inches) and wider stance. The new Coupe also benefits from the lower seating position, or hip point, of the new Civic platform, which amplifies the Coupe's low, wide and planted dynamic driving character.
From the A-pillars rearward, the Coupe features unique exterior styling with a lower and more steeply raked roofline, nearly 1 inch lower than the Sedan, and more compact proportions, with the rear overhang and overall length shortened by 5.5 inches. The new Coupe also features an exclusive rear taillight design that carries the arch of the distinctive C-shaped LED taillights across the full length of the rear deck lid.
Sporty and Spacious Coupe InteriorThe 2016 Civic Coupe's sportier design does not come at the expense of passenger comfort, as interior space grows by 8.4 cubic feet and rear seat legroom is increased by more than 5 inches, compared to the outgoing Coupe model. The new Civic Coupe interior strikes a more premium tone with high-quality materials and high-contrast finishes. These include a new one-piece, soft-touch instrument panel with molded stitching; more premium seat fabrics; a new full-color TFT center meter (EX and above trims); door inserts with real stitching; an LED shift indicator and LED overhead lighting; and for EX and higher trims, a leather shift lever boot.
Civic Coupe Feature UpgradesAll new Civic Coupes, from the well-equipped LX to the new line-topping Touring, feature upgraded interiors and an expanded list of standard and available technologies and features. New standard equipment includes auto on/off headlights, LED daytime running lights, LED taillights, acoustic glass windshield, automatic climate control (dual-zone in upper trims), Electric Parking Brake with Brake Hold and Walk-Away auto door locks. New available features include Honda LED headlights, Remote engine start, heated front seats and side mirrors, rain-sensing wipers, full-color TFT center meter and seven-inch Display Audio touchscreen.
Civic Coupe Audio and ConnectivityThe new Civic Coupe delivers the latest in audio and connected-car technology, including more powerful audio systems; an available new Android OS-based, 7-inch Display Audio touch screen interface; a bevy of streaming audio options such as Pandora®, SiriusXM® and HD Radio™; and for trims with Display Audio, full compatibility with both Android Auto™ and Apple CarPlay® platforms. The Civic Coupe highest trims will also feature a new Honda Satellite-Linked Navigation System™ developed in cooperation with the experts at Garmin.
Advanced New PowertrainsThe 2016 Civic Coupe will launch with two more powerful and fuel-efficient powertrains, Lower trims receive a new 2.0-liter DOHC i-VTEC™ engine turning out 158 horsepower and 138 lb.-ft. of torque[1] (+15 HP and +9 lb.-ft. vs. 2015 Civic 1.8L) with anticipated EPA fuel-economy ratings of 31/41/35 mpg[2] (city/highway/combined) for models equipped with CVT. This engine can also be equipped with a 6-speed manual transmission on the lowest trim. Civic Coupe mid to highest trims are powered by a new 1.5-liter DOHC direct-injected TURBO – the first-ever turbocharged engine for Civic Coupe – putting out a peak 174 horsepower and 162 lb.-ft. of torque[3] (+31 HP and +33 lb.-ft. vs. 2015 Civic 1.8L) with anticipated EPA ratings of 31/42/35 mpg2.
Advanced Safety PerformanceThe 2016 Civic Coupe utilizes Honda's next generation Advanced Compatibility Body Structure(ACE) working in conjunction with advanced airbags and seatbelts to provide a high degree of safety performance. Utilizing these systems in conjunction with the available new Honda Sensing suite of advanced safety and driver-assistive technologies, the 2016 Civic Coupe with Honda Sensing™ targets the highest available U.S. safety ratings – an NCAP 5-Star Overall Vehicle Score from the National Highway Traffic Safety Administration (NHTSA) and a TOP SAFETY PICK+ rating from the Insurance Institute for Highway Safety (IIHS).
